During the "Twelfth Five-Year Plan" period, no new conventional thermal power units and private power plants will be approved; other new projects involving coal consumption must replace coal equivalent as pre-conditions for project approval. On the morning of the 28th, the Jinan City Pollution Pollution Reduction Working Conference posted news that the pollution emission reduction needed to control new volume.

In addition to controlling new projects, all counties (cities), hi-tech zones, and relevant departments must also do a good job in supporting the construction of newly-developed regional sewage treatment facilities and sewage pipe networks to ensure simultaneous completion, simultaneous operation, and reduction of pollutant discharge intensity. Urbanization continues to push forward with new volume pressure. We will continue to implement a pre-approval system for the total discharge of pollutants and link the new projects directly with the emission reduction targets and eliminate backward production capacity. We will strengthen planning and guidance and encourage new sewage projects to be concentrated in industrial parks, and in heat-producing regions, and in key industries such as iron and steel, cement, and petrochemicals.

In urban heating planning, Jinan City will make the best use of the heating capacity of new heat sources such as Huangtai Power Plant, Zhangqihuahua Electric and other large units, and Jinan Iron & Steel's residual heat, and gradually replace small thermal power units. We plan to phase out the thermal power units for overtime service in key industries such as thermal power plants, steel and petrochemical industries, iron and steel sinter machines that cannot reach the required scale, and refinery production lines.
