**Tender Conditions**
The project under tender is the 2018-2019 annual property management, greening maintenance, and cafeteria services for the Foshan Power Supply Bureau Training Base. The construction unit is Guangdong Power Grid Co., Ltd. Foshan Power Supply Bureau, with funding sourced from its own resources. The tendering entity is also Guangdong Power Grid Co., Ltd. Foshan Power Supply Bureau. This project has met all the necessary conditions for bidding and is now open for public tenders.
**Project Overview and Scope of Tender**
**2.1 Construction Location:** Foshan City
**2.2 Project Scale:** This tender consists of three main components: property management services, greening and maintenance services, and student and staff cafeteria costs. The estimated total cost for property management services during the period from 2018 to 2019 is approximately RMB 158.8831 million. The estimated cost for greening and maintenance services is around RMB 91.69 million, while the estimated cafeteria expenses are approximately RMB 1.5877943 million. The final figures will be determined based on the budget issued by Guangdong Power Grid Co., Ltd.
**2.3 Service Period:**
1) Property Management: From May 1, 2018, to December 31, 2019, with the exact duration depending on the signed contract (the training base room service period runs from July 1, 2018, to December 31, 2019).
2) Greening Maintenance: From May 1, 2018, to December 31, 2019.
3) Canteen Services: From July 1, 2018, to December 31, 2019.
**2.4 Scope of Bidding:**
During the service period, the Foshan Power Supply Bureau Training Base requires property management, greening maintenance, and student and staff dining and internal reception meal management services. Detailed specifications such as building area, number of trainees, and staff are outlined in Annex 3 of this notice. For the dining and meal management services:
1) The service provider must establish a separate account for this project, and all goods purchased must be properly invoiced and subject to supervision.
2) The company must have qualified kitchen staff on-site.
3) The number of diners will be based on actual attendance.
**3. Qualification Requirements for Bidders**
1) Must have independent legal person status and hold a valid business license.
2) Possess a property service qualification certificate at level 3 or above, or a real estate service company with a level 2 or 3 certificate that is still valid.
3) Must include catering or meal management services in its business scope, with no food safety incidents or negative records in the past three years. Catering companies are not eligible.
4) Must have landscaping maintenance or greening-related business in its registered scope.
5) Hold a Class V or higher "Installation (Repair, Testing) Power Facilities Permit."
6) Have a good financial standing over the past three years, with no history of being suspended, frozen, or declared bankrupt.
7) Entities with the same legal representative or those with controlling or management relationships cannot bid for the same project.
8) Must complete supplier registration on the China Southern Power Grid Company’s Sunshine E-commerce Platform.
9) Bidders who have engaged in illegal activities within the China Southern Power Grid Corporation system will be disqualified.
10) No restrictions on bidding from the government, China Southern Power Grid, Guangdong Power Grid, or Foshan Power Supply Bureau.
11) The Commonwealth does not accept bids for this project.
