In recent months, a significant number of cities across China have started implementing special license plates for new energy vehicles. Along with this initiative, data on the number of new energy vehicles in different regions has also become available. The Electric Vehicle Resource Network has compiled the latest statistics from 17 provinces and cities, including Beijing, Shanghai, Qingdao, Guangzhou, Chengdu, Foshan, Hefei, Liaoning, Linyi, Weifang, Inner Mongolia, Wuhu, Xinjiang, Jinan, Nanchang, Dezhou, and Xining. These figures are provided for reference to help understand the current state of new energy vehicle adoption.
Among these 17 regions, Beijing leads the list, with its new energy vehicle ownership data released in November 2017 reaching nearly 160,000 units. In October 2017, Shanghai reported an ownership figure of around 110,000 new energy vehicles. Additionally, several other cities, such as Qingdao, Guangzhou, Chengdu, Foshan, Hefei, Liaoning, and Linyi, also recorded ownership numbers exceeding 10,000 units.

According to data released by the Ministry of Public Security's Traffic Management Bureau, as of August 2017, the total number of new energy vehicles nationwide surpassed 1 million, reaching 1.018 million. This included 825,000 pure electric vehicles and 30,000 plug-in hybrid models. Starting from December 1, 2016, cities like Shanghai, Nanjing, Wuxi, Jinan, and Shenzhen began piloting the issuance of special new energy vehicle license plates. By August 2017, five pilot cities had issued a total of 76,000 such plates.
In August 2017, the Ministry of Public Security announced plans to gradually roll out the special license plates nationwide. Based on the previous pilot programs, additional cities were selected to implement the new system. From November 2017 onwards, cities such as Baoding, Jilin, Changchun, Fuzhou, Qingdao, Zhengzhou, Zhongshan, Liuzhou, Chongqing, and Kunming began issuing new energy vehicle plates. By the end of December 2017, all provincial capitals and major cities were expected to participate, with at least one or two cities in each province launching the program. By the first half of 2018, the special license plates were fully implemented across the country.
Looking ahead, what is the projected scale of new energy vehicle growth in China? According to the "Energy Conservation and New Energy Vehicle Industry Development Plan (2012–2020)" issued by the State Council, cumulative production and sales of pure electric and plug-in hybrid vehicles were expected to exceed 5 million by 2020. Moreover, Liu Baohua, deputy director of the National Energy Administration, predicted that the number of new energy vehicles in China could reach as high as 80 million by 2030. These projections highlight the rapid development and increasing importance of the new energy vehicle industry in China's transportation sector.
