In recent months, a growing number of cities across China have started implementing special license plates for new energy vehicles. With this initiative, data on the number of electric vehicles in different regions has also become more accessible. The Electric Vehicle Resource Network has compiled the latest statistics from 17 provinces and cities, including Beijing, Shanghai, Qingdao, Guangzhou, Chengdu, Foshan, Hefei, Liaoning, Linyi, Weifang, Inner Mongolia, Wuhu, Xinjiang, Jinan, Nanchang, Dezhou, and Xining. This information provides a useful reference for understanding the current state of new energy vehicle adoption.
Among these 17 cities, Beijing leads with the highest number of new energy vehicles. According to data released in November 2017, the city had nearly 160,000 new energy vehicles on the road. Shanghai followed closely, with over 110,000 new energy vehicles reported in October 2017. In addition, several other cities—such as Qingdao, Guangzhou, Chengdu, Foshan, Hefei, Liaoning, and Linyi—also reported ownership numbers exceeding 10,000.

According to public records from the Ministry of Public Security's Traffic Management Bureau, as of August 2017, the total number of new energy vehicles nationwide surpassed 1 million, reaching 1.018 million. This included 825,000 purely electric vehicles and 30,000 plug-in hybrid models. Starting December 1, 2016, cities such as Shanghai, Nanjing, Wuxi, Jinan, and Shenzhen began piloting the issuance of special license plates for new energy vehicles. By August 2017, five pilot cities had issued a total of 76,000 such plates.
In August 2017, the Ministry of Public Security announced plans to gradually expand the use of special license plates for new energy vehicles nationwide. Following a phased rollout, additional cities—including Baoding, Jilin, Changchun, Fuzhou, Qingdao, Zhengzhou, Zhongshan, Liuzhou, Chongqing, and Kunming—were added to the list. By the end of 2017, all provincial capitals and major cities were expected to implement the new license plate system. By the first half of 2018, the policy was set to be fully implemented across the country.
Looking ahead, what will be the scale of new energy vehicle adoption in China? According to the State Council's "Energy Conservation and New Energy Vehicle Industry Development Plan (2012-2020)," the cumulative production and sales of pure electric and plug-in hybrid vehicles are expected to exceed 5 million by 2020. Moreover, Liu Baohua, vice director of the National Energy Administration, has predicted that the number of new energy vehicles in China could reach as high as 80 million by 2030. These projections reflect the government’s strong commitment to promoting sustainable transportation and reducing carbon emissions.
