Third, qualified supplier qualification requirements:

3.1 The responding supplier must be an enterprise legal person or other organization legally registered in the territory of the People's Republic of China;

3.2 Responsive suppliers shall have an effective enterprise qualification certificate issued by the Ministry of Housing and Urban-Rural Development (formerly the Ministry of Construction), and must have the qualifications for qualifications of construction supervisors of Class C or higher or the qualifications of project supervision;

3.3 Chief Supervising Engineers shall obtain the "Registration Certificate for the Registration of State Construction Supervision Engineers for Housing Construction Engineering" or "Registration Certificate for the Supervision Engineers of Fujian Province" (The working units on the Supervision Engineer Registration Certificate shall be the same as the names of the bidders);

3.4 At least one supervision project should be undertaken within the last three years from the deadline for negotiation response;

3.5 Has good financial status and business reputation. In the past three years, it has not been notified of bad behavior during bidding activities, contract performance, and on-site service.

3.6 The bidder may not have one of the following circumstances: there is a problem of fraudulent bid winning or serious breach of contract in the three years prior to the date of bid opening; within two years before the date of bid opening, there was a violation of the relevant state laws or the State Grid Corporation's prohibition on subcontracting; the bidder was ordered to suspend business, The property was frozen, taken over, and went bankrupt; the bidderâ€™s financial status in the past three years could not meet the project implementation needs;

3.7 There was no major personal fatal accident or extraordinarily serious quality accident caused by construction supervision within one year prior to the opening date of the project. Within six months, there was no fatal accident or major quality accident caused by construction supervision within three months. The occurrence of general quality accidents caused by construction supervision;

3.8 The project does not accept response documents submitted by the Consortium.
