Pre-qualification Announcement for the Second Bidding of Coal Transshipment Project of Jidong Power Plant

The owner of Huaneng Yudong Power Plant's coal transshipment project is Huaneng Yunnan Jidong Energy Co., Ltd., and the tenderee is currently conducting a domestic public tender for the transfer of Huaneng Yuwang Power Plant inventory coal to Huaneng Jidong Power Plant Coal Yard (bidding number: 2016-FW-025). Inviting potential interested bidders (hereinafter referred to as bidders) to apply for prequalification.

2. Project overview and scope of tender

(1) Project Overview

Huaneng Yunnan Jidong Energy Co., Ltd. Qidong Power Plant 4×600MW (hereinafter referred to as Jidong Power Plant) The coal-fired units of the unit are anthracite and the plant site is southwest of Wule Village, Huangnihe Town, Fuyuan County. The power plant is designed with a power plant coal yard and Bailongshan Coalfield, Power Plant Coalfield: The width is 74m, the total length is 290m, the stack height is 10m, and the total coal storage capacity is 9.4x104t. The Huaneng Yuwang Power Plant, located at the northeast of Dehou Village, Shilianshan Town, Fuyuan County, is required to transfer approximately 100,000 tons of coal stockpiles from the Huaneng Yuwang Power Plant coal yard to the Huaneng Yandong Power Plant coal yard with a distance of approximately 30 kilometers.

(2) The scope of this tender

The bidders organized transportation vehicles to transfer approximately 100,000 tons of stockpiled coal from Huaneng Yuwang Power Plant coal yard to the coal yard of Jidong Power Plant, with a distance of approximately 30 kilometers.

3. Bidder qualification requirements

(1) The bidder must be a company (enterprise) that has been established in accordance with the laws and regulations of the People's Republic of China and is officially registered in the country and has an independent legal person status.

(2) Qualification level of the bidder: The bidder shall have a road transport business license.

(3) The Bidder can independently coordinate the social relations between the Yuwang Power Plant and the Jidong Power Plant along the road and around the power plant to ensure that the smooth transportation of the coal does not affect the normal production order of the power plant.

(4) The bidder has no safety incident in China Huaneng Group Co., Ltd. and its affiliated companies for three years, and may not have bad records in China Huaneng Group Corporation.

(5) Bidder's performance: The bidder should have at least 3 years of experience in coal transportation. And have the technical capabilities, experience, equipment, technical personnel and technical workers and quality and safety assurance capabilities to implement this project.

(6) Financial status: The company's financial and credit standing in the past three years are in good condition. It has sufficient liquidity to invest in this contract and implement it to meet the needs of the project.

(7) Transport vehicles: The bidder shall be able to guarantee the timely delivery of the transport vehicles required for this tender project, the number of which shall be no less than 100 vehicles, and must be equipped with a GPS positioning device, and shall be able to guarantee the transport management requirements. The ownership of the vehicle must be vested in the bidder and provide relevant evidence.

(8) Project Manager: Excellent business skills and rich management experience. In the past 3 years, he has served as a project management manager or deputy manager of similar projects.

(9) Drivers: Those who have worked in transportation for more than 2 years and are under the age of 50 and must hold certificates issued by relevant departments.

A unit that falls under one of the following circumstances cannot be used as a bidder to participate in prequalification applications:

(1) Has been employed as a related party to this contract.

(2) Units that are prohibited from bidding activities in Yunnan Province by relevant government departments.

4. Prequalification methods

This prequalification uses a limited quantity system.
