The Sinopec refueling IC card project is a national system construction project with a cross-platform, wide scope and wide coverage. Sinopec Corp. has responded to the ever-increasing demand for services and adapted to the technological development trend of "informatization and industrialization". It has used advanced electronic information technology and IC card as a carrier to realize the transformation of China Petrochemical's refined oil retail system. Through the construction of the project, the goal of “one card at a time, refueling everywhere” is achieved in all petrol stations within the jurisdiction of Sinopec. The IC card, a modern payment tool, replaces traditional settlement methods such as cash and fuel bills. It installs a gas station at the gas station to manage and control the system, and realizes the automatic collection of electronic payment and transaction data of the refined oil retail business; and improves the operation and management of gas stations. The level of technology and services to further improve work efficiency, reduce costs, and enhance the ability to resist market risks. The Sinopec refueling IC card project will cover the oil subsidiaries of 20 provinces (autonomous regions, municipalities directly under the Central Government, and separately planned cities) to which Sinopec Corp. belongs, more than 260 municipal-level companies, and more than 25,000 refueling stations for 1,300 county-level companies. station.
The Sinopec refueling IC card system adopts a four-tier structure in design, namely the head office (including Sinopec General Management Center and Sinopec Data Exchange Center), provincial, prefecture-level, and various business terminals (including county-level management terminals. , gas stations, card issuing points, etc.).
Gas station: It is the place where Sinopec's refined oil retail business will take place. It will directly provide customers with fuel service.
Issuing card outlets: Provide users with services such as opening an account, issuing cards, recharging, enclosing, reporting loss, and inquiries.
Terrestrial front-end system: Provides data forwarding functions at card issuing points, gas stations, and provincial data centers.
Provincial-level data centers: The establishment of user accounts for the clearing and settlement of fuel card transactions is the core of business management and data processing.
Sinopec General Center: Responsible for clearing and dispute arbitration of refueling card off-site transactions, management of retail business based on refueling IC card transaction system
Provincial Management Center: Manages the retail business of gas stations owned by provincial oil companies.
Local-level management center: Manage the retail business of the gas stations owned by the oil companies at the local (city) level.
County-level management terminal: Manage the retail business of a gas station owned by a county-level oil company.
The 25,000 gas stations in the entire fueling IC card project will have a control PC as a business terminal. The management and control PC is responsible for the daily statistics of the quantity and amount of IC card refueling, the printing of transaction tickets, the monitoring of fuel dispensers, sending sales transactions to the provincial data center every day, and downloading the account management information and the latest oil prices of the national IC card users.
The control and control PC of the gas station plays a very important role. Once the PC is controlled, the normal operation of the gas station will be affected. Sinopec's more than 25,000 gas stations are scattered. Most of the gas stations are far away from the city center. Many oil stations are located in the mountains. Once the control PC fails, maintenance and replacement will be very troublesome. Therefore, the primary requirement for Sinopec to control PCs is the reliability of the system. Secondly, the tanker is connected to the control and control PC through the serial port. The number of tankers at the gas station ranges from 2 to more than 30. Therefore, it is required that the control and control PC has strong function expansion. In order to ensure the stable operation of the management and control PC system, Sinopec chose Turbolinux Data Server as the operating system to control the PC. Therefore, it is required that the control PC be fully compatible with Turbolinux in hardware and be able to run smoothly. At the beginning of the management and control of PC equipment, more than 10 commercial PCs and industrial PC manufacturers participated in the selection. After many comparisons, Sinopec finally designated the control PC as an industrial PC. Industrial PCs have made many special designs in terms of improving system reliability, and its reliability is much better than that of commercial PCs.
This structure is what we call a large motherboard structure, which is very unsuitable for on-site use and maintenance requirements. Active components such as north and south bridge control chips are integrated on the motherboard. Active devices are more prone to damage than passive devices such as capacitive resistors. Once the motherboard is damaged, it will be very troublesome to replace it. On-site maintenance personnel first need to unplug all the data cables on the motherboard, and then need to pull out all the peripheral cards inserted on the motherboard, such as network cards, graphics cards, etc., and finally need to fix the motherboard. Only remove the screws one by one to remove the motherboard. To put on a new motherboard, we must repeat the above process one by one. It takes 30 minutes to replace a damaged motherboard. This long MTBF (mean failure maintenance time) is not allowed for the actual use of the gas station. In addition, commercial PCs do not have special designs for shockproof systems. In the presence of vibrational disturbances around the system, it is easy for hard disks to be damaged and cards to fail. Once the hard disk is damaged, all day's transaction data will be lost. Compared with commercial PCs, industrial PCs have made great structural improvements.
The motherboard of the industrial PC is made in the form of a card inserted in the passive backplane. Passive backplanes only have passive components such as ISAs, PCI bus connectors, and capacitive resistors, so the probability of a passive backplane being damaged is very low, and there is usually no need for replacement. If the motherboard is damaged, simply pull out the motherboard. Therefore, the MTBF time of the system is greatly shortened. In addition, the system's main board and peripheral cards have special fixed layers to prevent them from jumping out. The hard disk drive has a hard disk vibration mount and a shock-absorbing rubber mat that can reduce vibration damage to the hard disk. In order to enable industrial PCs to work reliably in high-dust environments, there is a replaceable air filter in the front air inlet of industrial PCs.

1. Motherboards Motherboards are the core of PCs, which take into consideration the speed and reliability requirements. At the same time, they require cost-effective and must adopt sound industrial design.
2. RAID Cards The management and control PCs of gas stations will involve a lot of data storage problems in daily use. These data include oil prices, fuel quantity, and fuel customer data. Once the data is damaged, it will have serious consequences. However, the hard disk is a consumable part and it is easily damaged due to vibration, impact, etc. To ensure the safety of system data. A Promise SMA RAID card is included in the system that manages the PC. The Raid card is composed of two hard disks of the same specification Raid 1 (disk mirroring). In this way, in the case of a hard disk damaged, the control PC can still operate normally.
3, industrial power supply Mains power supply instability is an important cause of computer damage. In suburban areas, rural areas and other places, the power supply network has voltage over-low or surge voltage. This can cause the computer to not start up or the power source to be broken down. In addition, the power supply controlled by the PC is a wide range of industrial power supplies, and can work normally in an external voltage range of 85V~265V.
4. Electromagnetic compatibility Electromagnetic compatibility is also an important link. EMC tests include CE, FCC, etc. Controlled PCs meet FCC Class A standards at the National Electromagnetic Testing Center. It is reported that before North China Science and Technology also made inspections on the electromagnetic compatibility of industrial computers, the company will soon deliver industrial control products to the National Computer Quality Supervision and Inspection Center for monitoring, and finally passed the Sinopec IC card refueling management and control machine - electromagnetic fast transient pulse Group A immunity index test. That is, the peak value is under positive and negative 2000V voltage and the repetition frequency is 5KHZ. The industrial control computer works normally (the national production license testing requirement is plus or minus 1000V voltage). The company’s IPCs were certified for technical indicators in the Sinopec project.
5. System Extensibility The management and control PC has 4 PCI slots and 7 ISA slots, which can fully meet the requirements of future system functions. In order to ensure the reliability of the whole machine, in terms of product inspection, the industrial control system of North China Science and Technology Corporation also needs to conduct a 24-hour dynamic burn-in test before leaving the factory. This ensures that every manufactured industrial PC can operate reliably in harsh environments.

Since May 2002, Sinopec refueling IC card projects have been implemented in Beijing, Shanghai, Fujian, Jiangsu, Shandong, and Guangdong provinces. Most of the provincial PCs in these provinces use industrial PCs from North China Technology.
