2. Project Overview and Bidding Scope
2.1 Bidding Project Name: “Ma-Guang†crude oil pipeline Huiyang section safety hidden trouble management project.
2.2 Construction site: Huiyang Baiyun New City and Zhenlong.
2.3 Construction Scale: Huade Company's “Ma-Guang†crude oil long-distance pipeline route starts from Maweizhou Island in Daya Bay, passes through Daya Bay, Huiyang, Boluo, Zengcheng, and ends with Guangzhou Petrochemical Refinery. The total length of the pipeline is about 173 kilometers, the pipe diameter is 610 millimeters, and the design pressure is 6.4Mpa. The total length of the relocated pipeline of the project is about 6.2 kilometers, involving the Baiyun New City section and the Zhenlong section.
(1) Baiyun New City Section: Baiyun New City section will be rebuilt in the original pipeline crossing the access point on the north side of Baiyun Road. It will be laid along the planned greenbelt to the north, and will be laid on the west side of Jinhui Avenue through the outer ring expressway and then along the outer ring expressway. On the west side, CNPC's Lisha oil product pipeline is laid parallel to the north and connected to the original oil pipeline. The newly laid pipeline is about 1.6 kilometers long, and about 1.8 kilometers of abandoned pipelines are removed.
(2) Zhenlong Section: The meeting point of the upper reaches of the Zhenlong section of the pipeline is from the west side of G25 Changshen Expressway (the east side of Jianghai Baoye Products Factory), and is laid westwards to the southeast side of Jianghai Baoye Product Factory and is laid on the south along Yancun Road. , To the west of Longshui Water Plant of the town, turn to the west, and run with the existing CNOOC Lisha Pipeline in parallel, and connect the original side of the pipeline to the south side of Huayi Wood Industry Company. The total length of the new pipeline is about 4.6 kilometers, and about 4.7 kilometers of abandoned pipelines are removed.
2.4 Construction investment: 351.021 million yuan.
2.5 Plan duration: 65 days (since the start of construction date to the completion date), the main duration node:
Commencement date: October 15, 2016 (The specific start time shall be based on the contract);
Intermediate handover date: December 10, 2016;
Delivery date: December 18, 2016.
2.6 Division: One bid section.
2.7 Tender scope of tender: It includes all the construction contents of pipeline installation (including non-destructive testing), civil construction, pipe jacking, pressure plugging and connecting, oil drainage of pipelines, removal of abandoned pipelines or grouting, and cathodic protection.
2.8 Others: The pipe diameter of the relocation pipeline of the project is 610mm, and the joint must be blocked in two stages at the same time. The bidder must have (own/lease) more than 8 sets of DN600 plugging equipment for the construction of this project.
3. Bidder qualification requirements
3.1 The bidder should have the following basic qualifications:
(1) An independent legal person registered in the territory of the People's Republic of China;
(2) Hold the corresponding qualification certificate issued by the competent administrative department:
1 A qualification certificate issued by the construction administrative department for the general contracting of the construction of petrochemical engineering;
2 The People's Republic of China General Administration of Quality Supervision, Inspection and Quarantine issued the Special Equipment Installation, Reconstruction and Maintenance Permit Pressure Pipe (GA1) Level Certificate;
3 A-grade qualification certificate for long-lost (oil and gas) pipelines sealed by the General Administration of Quality Supervision, Inspection and Quarantine;
(3) Holding an effective safety production license issued by the construction administrative department;
(4) Hold an effective quality management, environmental management, occupational health and safety management system certification;
(5) At the same time since January 2013 (according to the date of delivery (end)):
1 The caliber of oil and gas pipelines with a single contract value of 18 million yuan and above is the construction performance of DN600 and above;
2 The construction performance of pressure and plugging of oil and gas pipelines with DN600 and above (pressure plugging performance can also be included in the first performance);
(6) The company is in good financial condition, has sufficient assets and capabilities and effectively performs the contract.
3.2 The Commonwealth does not accept bids from the Consortium.
3.3 The tender requires the bidder to propose the following personnel to not part-time other projects during the contract period of this project. The qualification requirements for the personnel are:
(1) The project manager holds a registration certificate of a registered professional constructor of a mechanical and electrical professional (registered in the bidder unit), and holds a valid certificate of safety assessment for the person in charge of the project of the construction enterprise (B certificate), since January 2013 ( On the basis of the date of completion (end of work), we also bear: (1) The single pipeline contract with an oil and gas pipeline diameter of 15 million yuan or more is the performance of the project construction project manager with DN600 and above, and 2 is the pressure of oil and gas pipelines with DN600 and above. The construction safety responsible person of the oil and gas pipeline with pressure plugging shall perform the business, and provide the social security certificate issued by the social security agency from July 2014 to July 2016 (the participating unit shall be the bidder).
3.4 Personnel requirements for pressure plugging operation: The project shall be equipped with at least 50 pressure plugging operators holding special operation code D2 with pressure plugging operator certificate, and provide the above personnel issued by social security agencies in 2014. From July to July 2016, Social Security (the participating unit is the bidder).
